- The Competition is open to all singers born after 13 May, 1969.
- The following documents must be submitted to the Competition Office by 27 February 2004:
- Competition application form with selected programme for all stages of the Competition
- photocopy of identity document
- two photographs (9x13 cm format preferred)
- CD or an audio cassette tape of circa 20 minutes of the
candidate's recorded performance
- The Competition Organisation Committee will permit the candidate to participate in the competition following an analysis of the submitted documents. Candidates will be informed of their admission by registered mail no later than 12 March 2004.
- Candidates admitted to the competition must submit an entrance fee of $US 100 or its equivalent in Polish Zlotys calculated at the National Bank of Poland exchange rate applicable on day of submission. The Competition Organisation Committee may reduce the entrance fee in certain warranted cases. The entrance fee must be submitted by 1 May 2004 and made payable to:

NOTICE: Account number change, entrance fees submitted to previous acc. number are valid. Please take your bank receipt while registering in hotel.
- The organisers will cover the costs of board and lodging of all candidates for the duration of Stage 1 and to the end of the Competition for candidates advancing to further stages.
- The candidates may bring an accompanist at their own expense.
- The candidates must cover the cost of travel to and from Warsaw.
